Subject: Support Increasing the MA Income and Asset Limits - (HF1660 / SF1637)

Message:

Hello, My name is (ADD NAME), and I am a constituent of yours living at (ADD ADDRESS) I'm writing to ask you to support increasing the Medical Assistance (MA) Income and Asset Standards in the Elderly and Disabled Medicaid Category. The current standards for people who need and qualify for home and community-based services require people to live in deep poverty just to get the healthcare and supports they need to live independently in the community. These income and asset standards are tied to the Federal Poverty Guidelines (FPG) and have not been raised for decades. They are among the strictest standards for all of Minnesota Healthcare Programs and are grossly inequitable and unfair. The Bill would raise the income standard from 100% of FPG to 133% and would either eliminate or raise the asset standard from the current $3,000 to $20,000. Can you imagine trying to live on just over $1,100 a month and not being able to have more than $3,000 in the bank or else you lose your healthcare and all your community-based services? Please remember, this is the only category for people to access Home and Community Based Waivers. They have already been certified as "disabled" by either the Social Security Administration or the State of Minnesota and have a demonstrated need for at least an institutional level of care. It is far cheaper and more humane for people to live in the community and we should be encouraging savings and work not disincentivizing them. Of course, there is much to do and many unmet needs that are competing for limited resources, but please don't continue to leave people with brain injuries and other disabilities behind and help raise them up out of poverty by supporting HF1660/SF1637.
